The New Manifest Reporting System is E-credible!

The United States Environmental Protection Agency (EPA) will make the launch of the electronic manifest (e-manifest) system on June 30, 2018.


The proposal was first made in May 2001 after meetings and comments on how beneficial the system would be. The EPA estimates a total of 30,000 to 70,000 hours of labors and $75 - $90 million of cost will be save annually. Other key benefits are:

  • Less discrepancies will occur

  • Simplify the data location for federal and states

  • Potential integration of biennial reports with the shipment information for Resource Conservation and Recovery Act (RCRA)

Thus, the Hazardous Waste Electronic Manifest Establishment Act was created to authorize the EPA to utilize the electronic system and established user fees. On February 7, 2014, the final rule, as known as the One Year Rule, was established to detail the scope and how to implement in federal and states. EPA has opened up the e-manifest testing system for future users to experience. A test account can be created at RCRAInfo and used with provided sample generator accounts.
